During police investigations, secondary and previously unknown criminal enterprises are regularly uncovered using modern investigative techniques. Often these ‘secondary’ enterprises are more serious and significant than the original cases being investigated.
In many countries, police officers are provided with little or no training regarding the production, proliferation, or deployment of chemical or biological weapons and often lack advanced investigation skills.
Without a basic understanding of the chemical and biological threat, means of production, proliferation and deployment, key indicators of an impending chemical or biological attack may be missed and the opportunity to interdict in the preventative stage is lost.
