History has shown that in many cases obvious indicators of an impending terrorist attack are noticed by members of agencies other than law enforcement.  Unfortunately, in most cases, those agencies are unaware of the significance of their discoveries, and they are not reported to law enforcement.  

 

Project Canary brings law enforcement together with other first responders and community service agencies, to train together on the key indicators which can be relied upon as possible evidence of an impending chemical or biological attack. Project Canary builds bridges and opens channels of formal and informal communication between the relevant authorities and government agencies to significantly enhance the opportunity for early detection of terrorist plots.
